Description

Go to bed an hour earlier (and thus turn off the lights an hour earlier). You'll save the electricity for the lights at night as well as any electricity for other devices you might use during the hour, such as TVs or computers. Plus, enjoy an extra hour of shut-eye.

It's not saying to sleep more, it's saying to take advantage of daylight. So go to bed an hour earlier and get up an hour earlier. This is easier to do when there's more daylight available - if it's winter and you're going to bed when it's dark and getting up when it's dark, there's not really anything you can do.
